It is envisioned that development of the downstream natural gas industry in the country, requires partnership among the government and the private sectors. The following are its respective roles and contributions:

Government Sector:

• Lead the development of the upstream & downstream sectors of the natural gas industry;
• Formulation & implementation of strategies and program conducive to the industry’s growth and, where necessary, for the efficient management of strategic infrastructure projects;
•  Lead investing role through the Philippine National Oil Company (PNOC) to spur project commencement in instances where a strategic gas infrastructure project needs to be initiated.

Private Sector:

• Financing, construction and operation of natural gas infrastructure projects in the downstream sector.
