The Department of Energy is hereby requesting all interested parties to submit comments the following draft Department Circulars:

A.    Adopting a General Framework Governing the Test and Commissioning of Generation Facilities
B.    Prescribing Revised Guidelines for Disconnection of Electric Power Industry Participants
