Statement from Energy Secretary Raphael P. M. Lotilla on the 7.3 Magnitude Earthquake

The DOE Task Force Energy Resiliency immediately coordinated its members in the energy family to assess the impact on energy facilities following the magnitude 7.3 earthquake at 8:43 this morning with the epicenter in Abra. Initial assessment submitted to the Department of Energy (DoE) will be shared with the public through Situation Reports (SITREP).

1. POWER GENERATION

A. Power Generation Plants

• As of 27 July 2022 1100H, all power generation plants are under NORMAL OPERATION except for HEDCOR hydro plants (FLS and Sabangan) in Mt. Province that went on outage due to the earthquake.

• NPC-SPUG plants operating in Northern Luzon Area are in NORMAL OPERATION.

B. IEMOP Market Operation Status Report

Based on the reports of IEMOP, as of 0900H on 27 July 2022, the market operation for Luzon is under NORMAL OPERATION.

2. TRANSMISSION LINES

As of 1100H on 27 July 2022, NGCP reported that they are currently implementing restoration works for the remaining Bacnotan-Bulala 69kV line in La Union which tripped at 8:44AM today, following the 7.3-magnitude earthquake that occurred in Lagangilang, Abra.

The earthquake caused power interruptions affecting the franchise area of LUELCO. Power interruptions were also experienced in parts of Pangasinan, Benguet, Tarlac, and Abra but affected lines were immediately restored. 

Lines and facilities serving the National Capital Region are NORMAL and intact.

3. ELECTRIC COOPERATIVES/ DISTRIBUTION LINES

A. ELECTRIC COOPERATIVES

• As of 27 July 2022 1100H, the following ECs had experience power interruption

CAR:
• ABRECO (Abra): some of the municipalities of Abra has still power. waiting for more details on the outage of the affected area
• MOPRECO (Mt. Province): Due to the earthquake happened just a while ago, Baang and Pegeo substations are affected. Whole MOPRECO coverage areas were affected including parts of Tinglayan, Kalinga and parts of Cervantes and Quirino, Ilocos Sur. Power may be restored earlier or later depending on the assessment of Ba-ang and Pegeo substations

Region I:
• INEC (Laoag City, Ilocos Norte): waiting for details on the outage of the affected area
• LUELCO (La Union): 6 substations now already with power. 2 substations remained unenergized
• CENPELCO (Central Pangasinan): On going repair/replacement of damaged 69kv line of CENPELCO in Brgy. Taloy, Malasiqui, due to the experienced earthquake this morning. Affected Areas are as follows: Malasiqui, Bayambang, Basista and Bautista

B. PRIVATE DISTRIBUTION ULITIES

• As of 27 July 2022 1100H, there are no private distribution utilities that had tripping.

MERALCO
• On NORMAL OPERATION after the tripping of  two (2) Malolos 13.8 kB circuits but reclosed successfully.

4. OIL SUPPLY and DOWNSTREAM OIL INDUSTRY (DOI) FACILITIES

A. STATUS OF OIL SUPPLY 

• As of 1000H on 27 July 2022, no reported oil supply shortage was received as of to date.
