A. Power Generation Plants

• All power generation plants in the affected areas are under NORMAL OPERATION. 

• As per National Grid Corporation of the Philippines (NGCP) grid update, there is sufficient level of supply and reserves as of 1:00 PM today, 09 September 2021:

LUZON (NORMAL)
 Available Capacity: 12,024 MW 
 Peak Demand: 9,330 MW
 Regulating Reserve: 399 MW
 Net Operational Margin: PM = 2,295 MW; EVE = 3,348 MW

VISAYAS (NORMAL)
 Available Capacity: 2,507 MW 
 Peak Demand: 2,033 MW
 Regulating Reserve: 30 MW
 Net Operational Margin: PM = 444 MW; EVE = 379 MW

B. NPC Dam Status

• As of 10:40 AM today (09 September 2021), all NPC dams are NORMAL (no spilling operation) except for the following dams with on-going spilling operation but will not cause flooding in the flood warning zone:

 Ambuklao 
 Binga
 Lake Lanao
 Agus 4 
 Agus 2, 5, 6, 7 (Critical: Dam discharge might cause extensive flooding in cultivated land and residential areas.) 

C. NPC Small Power Utility Group (SPUG)

• As of 12:00 PM on 09 September 2021, Diesel Power Plants (DPPs) in Romblon, Marinduque, Batangas, Isabela, Catanduanes, Northern and Western Samar are partially restored. DPPs in Apayao, Albay, Masbate, Antique, Iloilo, Biliran, Southern Leyte, and Surigao del Norte are operational but on standby due to the ongoing inspection and clearing of distribution lines.

D. Transmission Lines

• As of 01:00 PM on 09 September 2021, there are two (2) Transmission Lines that are unavailable in Samar affecting ESAMELCO, SAMELCO I. There is also one (1) 500kV and one (1) 230kV line which remains unavailable.

• NGCP has mobilized its line crews and is currently conducting patrols to inspect and assess the impact of the severe tropical storm to its operations and facilities, and simultaneous restoration activities are being conducted on the areas already accessible.

Please note that loss of power may be caused by affected transmission facilities of NGCP or distribution facilities of local distribution utilities or electric cooperatives. Specific cities and municipalities affected by the power interruptions are determined by concerned Distribution Utilities, unless the outage affects the entire franchise area.

E. Distribution Utilities/Electric Cooperatives

National Electrification Administration (NEA)

• Based on NEA’s Power Monitoring Report as of 1200H on 09 September 2021, the following are the affected ECs with their percentage of household connections that have been restored:

 BATELEC II: 254,484/343,555 (74.07%)
 QUEZELCO I: 127,661/191,639 (66.62%)
 MARELCO: 14,796/52,815 (28.01%)
 TIELCO: 47,518/47,460 (99.74%)
 MASELCO: 16,635/94,532 (17.60%)
 TISELCO: 11,500/19,000 (60.53%)
 BILECO: 31,774/39,105 (81.25%)
 NORSAMELCO: 100,427/105,973 (94.77%)
 SAMELCO II: 73,923/94,168 (78.50%)
 ESAMELCO: 61,659/93,556 (65.91%)
 LEYECO V: 147,497/150,179 (98.21%)

• ECs that are 100% restored are SAMELCO I and LEYECO III as of 1500H on 08 September 2021.

• NEA reported a total of 1,030,397 out of 1,547,100 or 66.52% household connections that have been restored as of 1200H on 09 September 2021. Furthermore, the MARELCO reported an estimated damage cost of PHP 308,317.66.

• Additional to NEA’s report, the following ECs submitted their forecasted date of restoration:

 TISELCO: September 09, 2021

• ALECO, CEBECO II, DORELCO, LEYECO II, LEYECO IV, SAMELCO I, LEYECO III, FLECO and SOLECO experienced power interruptions but are back to NORMAL OPERATIONS. 

• Furthermore, NGCP reported that the transmission line Bolboc-BCWD 13.8Kv that serves MERALCO has been restored as of 0713H today, 09 September 2021.

F. Oil Supply

STATUS OF INVENTORY

• As of 30 August 2021, the industry has enough inventory equivalent to 30.4 days of finished petroleum products (excluding 6.1 days of crude oil) to cover the country's requirements per monitoring of submitted reports of the oil companies. No reported oil supply shortage was received as of to date.

STATUS OF DOI FACILITIES

• As of 09 September 2021, all stations of Shell, which are previously reported closed, have resumed operations. Thus, all monitored facilities (for bulk and retail) are now operational.
