SITUATION REPORT #3 re: Severe Tropical Storm FLORITA 24 August 2022, Wednesday, 11:00 AM

 
A. Power Generation Plants (Grid-Connected)
• All power generation plants in the affected areas are under NORMAL OPERATIONS.
 
B. National Power Corporation (NPC) – Dam Status
• As of 6:00 PM on 23 August 2022, Binga dam (located in Itogon, Benguet) is under ALERT status and conducted spilling operations:
 Binga Dam
 Elevation: 571.91
 Gate Opening: Gate No. 3 @ 0.3mtrs
 Spillage: 34.08 cms
 Affected Areas: Brgy. Tinongdan and Brgy. Dalupirip, Town of Itogon, Province of Benguet
•As of 8:00 AM on 24 August 2022, the spillway gate/s of Binga Dam was closed.
C. NPC - Small Power Utilities Group (NPC-SPUG)
• As of 9:00 AM on 24 August 2022, there are six (6) reported Diesel Power Plants (DPPs) affected by STS FLORITA:
 
CAGAYAN
Calayan DPP – Distribution lines (DL) partially energized at 1500H on 23 Aug 2022; 4 lateral lines are yet to be energized affecting 4 barangays affected;
Balatubat DPP – On-going assessment of DL, service lines and household billing meters; Plant shutdown at 1400H on 23 Aug 2022; DL failed to be energized due to line fault caused by heavy rains and strong wind;
Minabel DPP - On-going assessment of DL, service lines and household billing meters; Plant shutdown at 1350H on 23 Aug 2022; DL failed to be energized due to line fault caused by heavy rains and strong wind;
 
ISABELA
Palanan DPP- Line Fault at 1920H of 22 Aug 2022, awaiting clearance from EC to re-energize DL;
Maconacon DPP
TS Florita landfall in Maconacon
> Power plant did not incur damage, on-going assessment of DL within 2km radius of plant;
> With an estimated 15% damage on DL structures as per initial assessment (fallen trees on DL and damaged insulators);
> Did not operate since 0800H of 23 Aug 2022 as a preventive measure due to heavy rain and strong winds;
 
AURORA
Casiguran DPP
Line Faults on 23 Aug 2022
> Total power interruption at 1920H; Restored at 2015H but Casiguran Area only;
> Total power interruption at 1407H; Restored at 1630H but Casiguran Area only;
> Still no power at Dilasag and Dinapigue Area since 1407H of 23 Aug 2022
 
D. Transmission Lines
• As of 8:00 AM on 24 August 2022, National Grid Corporation of the Philippines (NGCP) transmission lines and facilities in Northern Luzon are under NORMAL OPERATIONS.
• Based on NGCP Report on 24 August 2022, the following 69 kV lines tripped but were immediately energized:
 Labrador-Bolinao 69kV Line (affected customers: CENPELCO, PANELCO I)
 La Trinidad-Beckel 69kV Line (affected customers: BCEZ-PEZA, Baguio)
• There is also one (1) 500kV transmission line unavailable but with no affected NGCP customer.
• NGCP has mobilized its line crews and is currently conducting patrols to inspect and assess the impact of the severe tropical storm to its operations and facilities, and simultaneous restoration activities are being conducted on the areas already accessible.
• Please note that loss of power may be caused by affected transmission facilities of NGCP or distribution facilities of local distribution utilities or electric cooperatives. Specific cities and municipalities affected by the power interruptions are determined by concerned Distribution Utilities, unless the outage affects the entire franchise area.
 
E. Private Distribution Utilities (PDUs)
The following PDUs are under NORMAL OPERATIONS:
• Manila Electric Company (MERALCO)
• San Fernando Electric Light & Power Company (SFELAPCO)
• Clark Electric Distribution Corporation (CEDC)
The following PDUs experienced power interruption but were restored immediately:
• Tarlac Electric Inc. (TEI) - 2 Barangays and portion of SCTEX were affected
• Ibaan Electric Corporation (IEC) - 11 Barangays affected due to heavy rainfalls
 
F. Electric Cooperatives
National Electrification Administration (NEA)
• Based on Power Monitoring Report as of 1:00 PM on 23 August 2022, a total of thirty (30) electric cooperatives (ECs) from nineteen (19) provinces and six (6) regions were placed under different Tropical Cyclone Wind Signal.
• Out of the thirty (30) ECs, seven (7) experienced power interruption and four (4) ECs managed to restore their power within six (6) hours while the rest of the ECs are in normal operation.
• Based on NEA Report as of 11:00 AM on 24 August 2022, there are 378 out of 405 affected municipalities restored; with 17 partially restored and 10 still for restoration.
• ECs with TOTAL/PARTIAL power interruption and on-going restoration are as follows:
 CAGELCO I (Partial Power interruption in 7 municipalities) - On-going restoration with 89.16% of Household (HH) connections restored;
 CAGELCO II (Partial Power Interruption in 9 municipalities and Total Power Interruption in 10 municipalities) - On-going restoration with 42.55% of HH connections restored;
 ISELCO II (Partial Power interruption in 1 municipality) - On-going restoration, patrol, and assessment for HH connections;
 
G. Downstream Oil Industry (DOI) Facilities
• As of 11:00 AM on 24 August 2022, no damage in DOI facilities was received; all are operational.
• No reported oil supply shortage was received as of to date.
