SITUATION REPORT #4 re: Severe Tropical Storm FLORITA 25 August 2022, Thursday, 10:00 AM

A. Power Generation Plants (Grid-Connected)

• All power generation plants in the affected areas are under NORMAL OPERATIONS.

B. National Power Corporation (NPC) – Dam Status

• As of 8:19 AM on 25 August 2022, all NPC Dams are on NORMAL OPERATION.

C. NPC - Small Power Utilities Group (NPC-SPUG)

• As of 09:00 AM on 25 August 2022, five out of six Diesel Power Plants (DPPs) affected by STS Florita are now in NORMAL OPERATIONS. Moreover, Palanan DPP remains on standby with target date of restoration on 25 August 2022:

CAGAYAN
 Calayan DPP – Distribution Lines (DL) fully energized at 1010H on 24 Aug 2022;

 Balatubat DPP – Resumed operation at 1400H on 24 Aug 2022;

 Minabel DPP - Resumed operation at 1700H on 24 August 2022;

ISABELA
 Palanan DPP - Line Fault at 1920H of 22 Aug 2022, awaiting clearance from EC to re-energize DL *with target date of restoration on 25 August 2022*;

 Maconacon DPP

TS Florita landfall in Maconacon
> Normalized operation of power plant at 1935H on 24 August 2022;
> With a 90% Household Energized;

AURORA
 Casiguran DPP
Line Faults on 24 Aug 2022
> Total Power Interruption at 0352H; Restored at 0542H but Casiguran Area only;
> Still no power at Dilasag and Dinapigue Area since 1407H of 23 Aug 2022

 D. Transmission Lines

• As of 10:00 AM on 25 August 2022, National Grid Corporation of the Philippines (NGCP) transmission lines and facilities in Northern Luzon are under NORMAL OPERATIONS.

• Based on NGCP Report on 24 August 2022, the following 69 kV lines tripped but were immediately energized:
 Labrador-Bolinao 69kV Line (affected customers: CENPELCO, PANELCO I)
 La Trinidad-Beckel 69kV Line (affected customers: BCEZ-PEZA, Baguio)

• The Balsik-Mariveles 500 kV Line which tripped due to vegetation/trees was energized on 24 August 2022 at 2:50PM.

• NGCP resumes normal operations as STS Florita exits PAR.

• NGCP has resumed normal operations of its Overall Command Center (OCmC) as STS Florita poses no further threat to any NGCP facilities. Lines affected by the passage of the weather disturbance were immediately restored.

E. Private Distribution Utilities (PDUs)

• As of 1:00 PM on 24 August 2022, the following Distribution Utilities are under NORMAL OPERATIONS:

 San Fernando Electric Light & Power Company (SFELAPCO)
 Clark Electric Distribution Corporation (CEDC)
 Olongapo Electric Distribution Company, Inc.

• Moreover, the following Distribution Utilities experience momentay trippings but is immediately restored and back to NORMAL OPERATIONS:

 Tarlac Electric Inc. (TEI) - Portion of Brgy. Balingcanaway and portion of Zone 2, Brgy. Culipat were affected.

 Ibaan Electric Corporation (IEC) - 11 Barangays affected due to heavy rainfalls

 Manila Electric Company – Brgy. Buboy Nagcarlan, Laguna were affected due to strong winds.
 Dagupan Electric Corporation – as of 22-23 August 2022, 6 municipality affected.

F. Electric Cooperatives

National Electrification Administration (NEA)

• Based on Power Monitoring Report as of 1:00 PM on 23 August 2022, a total of thirty (30) electric cooperatives (ECs) from nineteen (19) provinces and six (6) regions were placed under different Tropical Cyclone Wind Signal.

• Out of the thirty (30) ECs, nine (9) experienced power interruption and four (4) ECs managed to restore their power within six (6) hours while the rest of the ECs are in normal operation.

• Based on NEA Report as of 03:00 PM on 24 August 2022, *58.90% of municipalities, 79.44% barangays, and 87.98% of household connections were RESTORED.*

• ECs with TOTAL/PARTIAL power interruption and on-going restoration are as follows:

CAGELCO I (Partial Power interruption in 7 municipalities) - On-going restoration with *94.17%* of Household (HH) connections restored;

CAGELCO II (Partial Power Interruption in 9 municipalities and Total Power Interruption in 10 municipalities) - On-going restoration with *44.04%* of HH connections restored;

ISELCO II (Partial Power Interruption in 1 municipality) - On-going restoration with *98.52%* of HH connections restored;

BENECO (Partial Power Interruption) - On-going restoration with *99.46%* of HH connections restored;

KAELCO (Partial Power Interruption) - On-going restoration with *98.31%* of HH connections restored;

• A total initial estimated damage cost of Php 655,616.02 was incurred to the distribution lines and facilities affected by the weather disturbance reported from one (1) EC (BENECO).

G. Downstream Oil Industry (DOI) Facilities

• As of 9:00AM on 25 August 2022, no damage in DOI facilities was received; all are operational.

• No reported oil supply shortage was received as of to date.
