DOE to Host Virtual Forum on Energy Efficiency Financing Modalities

TAGUIG CITY - The Department of Energy (DOE) in partnership with the European Union-supported Access to Sustainable Energy Programme (EU ASEP) and the ASEP-Clean Energy Living Laboratories (ASEP-CELLs), shall be hosting a virtual forum on “Financing Modalities and Tools to Advance Energy Efficiency and Conservation in Local Planning and Development in Visayas & Mindanao” from 20 to 21 May 2021 to present diverse financing modalities and tools to accelerate the mainstreaming of Republic Act 11285, or the Energy Efficiency and Conservation Act (EEC Act) and the Government Energy Management Program (GEMP). The forum is also supported by the Asian Development Bank (ADB), USAID Energy Secure Philippines (USAID ESP), and the World Bank (WB).

The forum aims to address concerns on financing energy efficiency (EE) projects, improve local government proposals, and plan viable EE projects.  These are intended to help local government units (LGUs) strategize on EE implementation, including renewable energy projects.

Mindanao Development Authority Secretary Emmanuel Piñol, DOE Senior Undersecretary Jesus Cristino Posadas, Department of Interior and Local Government Undersecretary Epimaco Densing, and EU Delegation Head of Cooperation Christoph Wagner shall grace the event along with other high-level officials from various government agencies and DOE’s development partners.

“We recognize the need to support the implementation of energy efficiency initiatives among LGUs and communicate policies, programs, and tools that could help them. Hence, we came up with this forum”, Usec. Posadas explained. 

For the first session, DOE-Energy Utilization Management Bureau (DOE-EUMB) Director Patrick T. Aquino will be providing updates on the EEC Act and GEMP, as well as lead the launch of the updated Guidelines for Energy Conserving Design of Buildings. Discussions on government procurement policies, the energy management system, and energy audits for government buildings are also slated to take place.
