Background
With the approval of the Energy Efficiency Bill thru the Bicameral Conference last 16 January 2019 and subsequent signing into law by 2019, the Department of Energy (DOE) is expected to lead the development of its Implementing Rules and Regulations (IRR) of the Energy Efficiency and Conservation (EE&C) Act and ensure that the legislation is supported by a robust policy and regulatory framework.
The IRR should be able to strengthen implementing institutions byclarifying roles of government agencies both at the national and local levels, defining obligations of designated establishments, and expanding the pool of certified energy conservation officers (CECO) and energy managers (CEM), among others. There should also be a clear set of energy performance standards and labeling along with appropriate incentives for significant capital investments. Finally, a market-driven approach will be adopted to ensure sustainability and wide-spread implementation.
DOE EUMB in partnership withthe Development Academy of the Philippines (DAP) has undertaken technical programs, capacity buildingand IEC activities. These initiatives are aimed at (1) enhancing project management skills of officers and staff, (2) foster team harmony based on shared values and mission, as well as (3) ensure a results-based assessment and planning cycle in the management of the EUMB programs.
Accessto Sustainable Energy Programme or ASEP is a joint undertaking of the European Union Delegation and theDOE. The EU has committed a grant of over PHP 3 billion to assist the Philippine government to meet its rural electrification targets based on renewable energy, and to promote energy efficiency. The overall objective of ASEP is: “To assist the Government of the Philippines in expanding its sustainable energy generation to meet the growing needs of its economy and provide energy access to the poor and marginalized sector in accordance with the Philippine Development Plan.” The specific objective is: “To generate more electricity from renewable energy, increase the efficiency of energy use, and increase access for the poorto affordable, disaster-resilient energy”.
The consultation workshopthe IRR of the EE&C Act is an opportunity for DOE and major government agencies involved in energy efficiency (EE) to collaborate on developing the IRR outline and content, learn more about their respective agency mandates, policies and programs, the potential implementation challengesthat may be encountered, and potential synergies going forward.
