Subject: Advisory on the Submission of Energy Conservation Reports as per DOE MC 2020-05-0001

Under Memorandum Circular No. MC2020-05-0001, the DOE directed all Designated Establishments for the submission of energy consumption reports by the commercial, industrial and transport sectors. In advisories published on 01 July 2020 (Daily Tribune) and 03 July 2020 (Business World), the DOE further provided for the extension of the deadline for submission.
Ahead of the deadline of 15 April 2021, this Advisory serves as a clarification on the following to allow for ease in the preparation of and compliance with the obligations of the Designated Establishments under the Energy Efficiency and Conservation (EEC) Act, EEC Implementing Rules and Regulations, and MC2020-05-0001:
1. The obligation is for the integration of energy management systems (EnMS) concepts, principles, and practices into business operations. EnMS Certification is encouraged.
2. Pending the issuance of the certification systems for energy conservation officers (ECO) and energy manager (EM), the requirement is for registration of those that will meet the requirements under Department Circular No. DC2021-01-0001.
3. Registered ECO and EM can be an employee or a third party (ESCO) and can serve for the enterprise (multiple locations/facilities).
4. The Annual Energy Utilization Report (AEUR) and Annual Energy Efficiency and Conservation Report (AEECR) shall be prepared using the calendar year.
5. Submission as an enterprise for Designated Establishments with multiple locations/facilities is allowed for the AEUR and AEECR. However, the details for each location/facility will be disaggregated.
6. For Energy Audit for Type 1 and Type 2 Designated Establishment will be required at least once every three (3) years with the following validities:

7. Pending the issuance of the certification system for energy auditors under Department Circular No. DC2021-01-0001, energy audit conducted by Registered or Certified Energy Service Companies (ESCOs) will be accepted.
