SITUATION REPORT #1 re: Effects of Typhoon “JOLINA” (Conson)

*7 September 2021 (As of 9:00 AM)*

TAGUIG CITY - As part of the mitigating measures on the effects of Typhoon Jolina, the Department of Energy (DOE) is continuously coordinating with the entire Energy family for monitoring and restoration of the damages that will be caused by the typhoon.

“Bagamat paparating pa lang ang bagyo, ang DOE ay nakahanda sa patuloy na serbisyo para sa ating mga mamamayan,” Energy Secretary Alfonso G. Cusi said.

A. Power Generation Plants

• All power generation plants in the affected areas are under NORMAL OPERATION except for EDC Unified Leyte - Upper Mahiao GPP (34.5 MW) which underwent Emergency Shutdown due to weather disturbance at 2135H, 6 September 2021 and went online at 0341H, 7 September 2021.

• As per National Grid Corporation of the Philippines (NGCP) grid update, system condition is NORMAL as of 6:00 AM today, 7 September 2021:

LUZON (NORMAL)
- Available Capacity: 12,079 MW 
- Peak Demand: 9,742 MW
- Regulating Reserve: 389 MW
- Net Operational Margin: AM = 1,948 MW; PM = 1,458; EVE = 2,436

VISAYAS (NORMAL)
- Available Capacity: 2,623 MW 
- Peak Demand: 2,016 MW
- Regulating Reserve: 30 MW
- Net Operational Margin: AM = 577 MW; PM = 469; EVE = 428

B. NPC Dam Status

• As of _8:46 AM today (7 September 2021),_ all NPC dams are NORMAL (no spilling operation) except for the following dams with on-going spilling operation:
- Ambuklao 
- Binga
- Pulangi 4

C. NPC Small Power Utility Group (SPUG)

• As of _8:00 PM on 6 September 2021, all plants in NPC-SPUG in Eastern Mindanao area are in normal operations.
• As of _9:00 AM on 7 September 2021, no reported damages incurred brought by TY “JOLINA” in all plant facilities in NPC-SPUG in Eastern Visayas area. Some power plants are on-standby due to distribution line faults.

D. Transmission Lines
• As of 11:00PM on 6 September 2021, One (1) transmission lines was unavailable and affected ESAMELCO franchise area.
• As of 09:00 AM on 7 September 2021, there are five (5) Transmission Lines that are unavailable in Eastern Samar and Samar affecting ESAMELCO, SAMELCO I and SAMELCO II.

E. Distribution Utilities/Electric Cooperatives

• Based on NEA’s Power Monitoring Report _as of 1500H on 6 September 2021_, all Electric Cooperatives (ECs) in the affected areas are under NORMAL OPERATION except for flooded areas which were isolated for the safety of the customers. 

• As per NGCP report as of 0900H on 7 September 2021, the following ECs are affected due to unavailable transmission lines: 
- ESAMELCO
- SAMELCO I 
- SAMELCO II

F. Oil Supply

STATUS OF INVENTORY
• As of 30 August 2021, the industry has enough inventory equivalent to 30.4 days of finished petroleum products (excluding 6.1 days of crude oil) to cover the country's requirements per monitoring of submitted reports of the oil companies. No reported oil supply shortage was received as of to date.

STATUS OF DOI FACILITIES
• To date, there is no reported damage to DOI facilities and no disruption of oil supply. Operations are normal.

• Continuously monitoring the situation and close coordination with the oil stakeholders.
