MEDIA ADVISORY: ​TFER UPDATE NO. 3 ON THE 6.5 MAGNITUDE EARTHQUAKE IN TULUNAN, NORTH COTABATO (as of 8:20 PM)

The Department of Energy (DOE) has activated the Task Force Energy Resiliency (TFER) in light of the 6.5 magnitude earthquake at 9:11 AM yesterday (31 October).

I. POWER SECTOR

A. GENERATION

Mindanao Geothermal Power Plant (MGPP) and Mt. Apo's Geothermal Power Plant (MAGPP) Units 1 and 2 remain unoperational as a result of the earthquake. Inspection and risk assessments of the facilities are on-going. 

Energy Development Corporation (EDC) has also reported that 126 MAGPP employees and their families have been accounted for, and are safe. They are currently receiving relief assistance from the MAGPP.

EDC has also dismissed earlier reports from the media claiming that 100 of their employees are stuck within the facilities. 

The Corporation continues to provide food and shelter assistance to host communities in the evacuation sites. 

B. TRANSMISSION

The Mindanao transmission backbone remains intact. However, NGCP's Kidapawan substation suffered damages. 

Nine electric cooperatives in the affected areas have been fully restored. 

There are no other reports of transmission facilities or high-voltage equipment affected in the areas where the earthquake was felt.  
 
C. DISTRIBUTION

1. DORECO (Davao Oriental) is under normal operations, with no recorded power interruption.

2. DASURECO (Davao del Sur) has been restored as of 5:00 PM yesterday (31 October). Line survey and rehabilitation activites have been conducted. 

• TOTAL MUNICIPALITIES SERVED: 14 municipalities and 1 city - 100% restored

• TOTAL BRGYS. SERVED: 337 - 100% restored

• TOTAL HOUSEHOLDS (HH) SERVED: 166,371 – 99.96% restored at the HH level.  The remaining 71 HHs were either totally or partially wrecked, and have been abandoned.

3. DANECO (Davao del Norte) is under normal operations, with no recorded power interruption.

4. COTELCO (North Cotabato) has been fully restored as of 4:00 PM yesterday (31 October). Line survey activities have been conducted as of 11:00 AM, and the switch from Mt. Apo to Tacurong substation has been undertaken. 

• TOTAL MUNICIPALITIES SERVED: 11 municipalities and 1 city - 100% restored

• TOTAL BRGYS. SERVED: 348 - 100% restored

• TOTAL HOUSEHOLDS (HH) SERVED: 214,268 – 100% restored

5. COTELCO-PPALMA (North Cotabato) is under normal operations, with no recorded power interruption.

6. SOCOTECO-1 (South Cotabato) is already under normal operations after experiencing a momentary power interruption.

7. SOCOTECO-2 (South Cotabato) is already under normal operations after experiencing a momentary power interruption yesterday (31 October).

8. SUKELCO (Sultan Kudarat) is under normal operations, with no recorded power interruption.

9. LANECO (Lanao del Norte) is under normal operations, with no recorded power interruption.

The energy family continues to appeal to the public to remain vigilant in reporting downed/toppled distribution and transmission poles to your respective electric cooperatives. 

II. OIL SECTOR

Nine gasoline stations in some parts of Cotabato and Digos have been temporarily closed due to minor damages and/or as a precautionary safety measure. 

A. LIQUID FUELS AND LPG

1. Petron Corp

Oil Depot/Terminals: under normal operations

Gasoline Stations: five stations in Cotabato have been temporarily closed due to minor damages. Further updates to follow. 

2. Phoenix Petroleum, Inc.

B. LIQUID FUELS

1. Chevron 

Gasoline Stations: under normal operations

2. Pilipinas Shell 

Oil Depot/Terminals: under normal operations

Gasoline Stations: two stations have been temporarily closed due to minor damages

4. SLHBTC gas terminal is under normal operations. 

5. Unioil has no retail stations nor terminals in Mindanao. 

6. Marubeni has no facilities in Mindanao. 

7. Total 

Gasoline Stations: two stations in Digos have been temporarily closed as a precautionary measure.

8. Petro Gazz 

Gasoline Stations: under normal operations

9. PTT has no retail stations in Mindanao.
