ENERGY SITUATION UPDATE POST-LUZON QUAKE

I. POWER SECTOR
A YELLOW ALERT notice was raised from 8:00 AM to 10:00 AM, for 5:00 PM to 6:00 PM and for 9:00 PM to 11:00 PM.
A RED ALERT notice was raised from 10:00 AM to 5:00 PM and for 6:00 PM to 9:00 PM.
A. POWER GENERATION
As of 3:00 PM, there is a total of 990 MW installed capacity from the following power plants on forced outage:
GN Power Mariveles Coal Power Plant (GMPC) Units 1 and 2 - 2 x 345 MW
SMC Consolidated Power Corporation (SCPC) Limay Coal Units 1 and 2 – 2 x 150 MW
The Pagbilao Unit 3 of Pagbilao Energy Corporation (PEC) has only declared 210 MW or 50% of its 420 MW total installed capacity due to an on-going assessment of the condition of their boiler.
B. TRANSMISSION
The National Grid Corporation of the Philippines (NGCP) may implement Manual Load Dropping (MLD) in some parts of Cagayan, Quezon, Sorsogon, Metro Manila, Nueva Ecija, Pampanga, Batangas, Camarines Norte, Isabela, Quirino, La Union, Tarlac, Albay, Pangasinan, and Camarines Sur.
Transmission services in all affected areas are now under normal operations.
C. DISTRIBUTION
NEA reported that power in affected distribution utilities has already been restored.
D. INTERRUPTIBLE LOAD PROGRAM (ILP)
A total of 235.52 MW of power has been committed by ILP participants which will allow the plants to operate their generating sets as support to the limited power supply.
II. DOWNSTREAM OIL SECTOR
No damages were reported by the Oil Industry players.
III. UPSTREAM SECTOR
No damages were reported by the Upstream Industry sector.
IV. PRICE FREEZE
A State of Calamity (SOC) was raised in Porac, Pampanga. Thus, a price freeze for household liquefied petroleum gas (LPG) and kerosene products in this area is now in effect and will remain valid for 15 days upon the announcement of a SOC.
The DOE will continue to monitor and come up with updates as soon as more information becomes available.
