DOE releases Notice of Auction and Terms of Reference for the GEA-3

The Department of Energy (DOE) has issued the Notice of Auction (NOA) and Terms of Reference (TOR) for the third round of the Green Energy Auction (GEA-3), inviting qualified energy developers to participate in this initiative aimed at accelerating the country’s transition to renewable energy. 

The GEA-3 will target a total of 4,475 MW of new renewable energy capacity, covering both Non-FIT-eligible and FIT-eligible technologies. These projects will play a crucial role in meeting the country's growing electricity demand while ensuring that future power generation is increasingly sustainable.

Through the administration of the GEA-3, the DOE is not only paving the way for a more sustainable future but also ensuring a transparent and competitive selection of renewable energy facilities to meet the nation’s energy needs.

Under the TOR, the auction capacity requirement in megawatt (MW) and delivery date for the Non-FIT-eligible resources, please refer to the attached image. Also, kindly refer to the attached image for FIT-eligible renewable energy technology projects, the installation target and delivery date.

"By unlocking more capacity for renewable energy, GEA-3 provides a clear pathway to meet our electricity demands and in an environmentally sustainable way," said Secretary Lotilla, underscoring the dual impact of the program on both energy security and environmental sustainability.

The supply contract for FIT-eligible renewable energy projects will be for 20 years, starting from the commercial operation date (COD). Similarly, Non-FIT-eligible projects will also have a 20-year delivery period, beginning from their respective CODs.

Qualified suppliers wishing to participate in GEA-3 must register with the DOE by submitting the necessary documentation as outlined in the TOR. The GEA Bids Evaluation and Awards Committee will review these applications, and a list of qualified bidders will be published on the DOE’s official website prior to the pre-bid conference.

The registration of qualified suppliers will start three (3) working days after the publication of the Price Determination Methodology (PDM) and Green Energy Auction Reserve (GEAR) Price by the Energy Regulatory Commission.

The GEA-3 is expected to stimulate more investments in renewable energy, fueling growth in this sector and reinforcing its role as a key pillar of the country’s energy future. The TOR will govern the rules and procedures of the auction, including key elements such as auction design, bonds, instructions to bidders, bidding data, forms and templates, and post-auction requirements. This TOR also serves as a supplement to the Green Energy Auction Program (GEAP) framework, ensuring consistency and clarity throughout the process. ###
