VIENNA, AUSTRIA - The Department of Energy (DOE) met with the International Atomic Energy Agency (IAEA) from 12-15 November to formulate the framework of the Integrated Work Plan (IWP) that explores the inclusion of nuclear power in the Philippine energy mix, consistent with the proposed Nuclear Power Program (NPP) initiated by Secretary Alfonso G. Cusi.
“We have missed the opportunity to harness the full benefits of nuclear power utilization in the last several decades. It is high time that we consider its potential with fully open minds. While this entire process does takes time, the country has a lot to gain if we are able to safely utilize this energy resource,” the Energy Chief emphasized.
A strategic planning framework integrating the IAEA’s technical support to the NPP, the IWP is also anchored on the proposed nuclear program’s “four cornerstone approach” being used by the DOE. Among the four cornerstones are (1) the formulation of clear government policy direction; (2) the establishment of the necessary legislative framework; (3) alignment of the nuclear program with national and international technical and safety standards; and (4) securing public and stakeholder acceptance.
On 30 October 2019, Secretary Cusi received the official report of the IAEA Integrated Nuclear Infrastructure Review (INIR) Mission, which contained observations and recommendations that would further assist the country in addressing the 19 infrastructure requirements needed before embarking on a full nuclear energy program.
The findings of the INIR Mission served as the basis of a national action plan that was incorporated in the IWP, including timelines, extent of IAEA support, prioritization strategies, and funding. The IWP will be updated annually, Assistant Secretary Erguiza acting as the DOE’s IWP Coordinator.

Natividad; Department of Science and Technology Assistant Secretary Teodoro M. Gatchalian; Philippine Nuclear Research Institute Executive Director Carlo A. Arcilla; DOE-Energy Policy and Planning Bureau Director Jesus T. Tamang; DOE-Administrative Services Director Angelina V. Manga; DOE-Energy Research and Testing Laboratory Services Director Amelia M. De Guzman; and other DOE technical personnel.
