DOE to Hold Third PubCon on Draft PH Energy Labeling Program Implementing Guidelines

TAGUIG CITY – The Department of Energy (DOE), through its Energy Utilization Management Bureau (EUMB), will be holding the third virtual Public Consultation (PubCon) on the draft Philippine Energy Labeling Program (PELP) Implementing Guidelines (IG) for Compliance of Importers, Manufacturers, Distributors, and Dealers of Electrical Appliances and Other Energy Consuming Products (ECPs) on Wednesday, 7 April 2021 via Microsoft Teams. 

The PELP seeks to enhance the country's energy security by promoting a healthy and competitive market for energy efficient products and eliminating the entry and sale of inefficient products in the market. Moreover, the enforcement of an energy labeling system will help promote efficient energy utilization, improve the performance of ECPs, generate energy savings for consumers, and reduce harmful greenhouse gas emission levels.

On 26 February, the PELP IG, which outlines the guidelines for the implementation of Department Circular (DC) DC2020-06-0015, “Prescribing the Guidelines of the Philippine Energy Labeling Program (PELP) for Compliance of Importers, Manufacturers, Distributors and Dealers of Electrical Appliances and other Energy-Consuming Products", was presented for stakeholders' comments. After consolidating the inputs and recommendations received, the updated draft IG will be presented in this week's PubCon.

Under the PELP IG, the DOE will develop and enforce a mandatory energy efficiency rating and labeling system for ECPs to promote the use of energy-efficient appliances. Among the initial ECPs covered by the draft IG are airconditioners, refrigeration units, lighting products, and television sets. 

Participants to the third PubCon would include representatives from the industrial and commercial sectors; National Government Agencies, such as the Senate of the Philippines, House of Representatives, Department of Trade and Industry – Bureau of Philippine Standards,  Department of Environment and Natural Resources; and private organizations including the Philippine Appliance Industry Association (PAIA), Philippine Lightning Industry Association, Inc.(PLIA), Institute of Integrated Electrical Engineers of the Philippines (IIEE), among others.
