(Taguig City). Energy Secretary Alfonso G. Cusi directed concerned agencies to closely monitor the status of areas affected by Typhoons Lawin and Karen and to effect the immediate restoration of all energy facilities.
As Lawin made landfall in Cagayan last night, Cusi emphasized on disaster preparedness and emergency response in the power sector to minimize the adverse impact of the supertyphoon.
Secretary Cusi reiterated the immediate reporting of any incidents, such as toppling of poles, compromised lines and other power supply facilities to the nearest authority.
“We also advised the public to keenly exercise emergency and safety measures,” said Cusi. The following emergency responses are recommended to be taken into consideration:
1. Charge flashlights and mobile phones.
2. Be informed about the latest news updates.
3. Switch off circuit breakers and other electrical systems to avoid electrocution and other electrical mishaps.
4. After the typhoon, check first before using the electrical systems to avoid short circuits.
In the power sector, Cusi has instructed the National Grid Corporation of the Philippines (NGCP) and the National Electrification Administration (NEA) to continuously ensure the easy mobilization of assets for the rehabilitation of affected areas.
"We strongly urge the power sector participants to implement strategic contingency measures for the conduct of preventive maintenance and rehabilitation efforts," Cusi said.
The Secretary also stressed continuously closely coordinating with the National Disaster Risk Reduction Management Council (NRRMC), the prompt release of regular advisories and assigning technical people on a 24/7 basis for monitoring.
"On the distribution side, NEA reported that affected electric cooperative are now assessing the scope of damage to initiate the restoration of affected facilities within their respective franchises and may activate Task Force Kapatid, a bayanihan restoration effort among electric cooperatives."
Earlier, NEA had provided advisories to all affected electric cooperatives to initiate pre-and post-typhoon disaster risk reduction measures.
NGCP has reported that the following North Luzon transmission lines were out, affecting the provinces of La Union, Isabela, Cagayan, Abra, Benguet, Mountain Province, Ilocos Norte Sur, Ifugao, Nueva Vizcaya and Quirino:
