Maintenance and Upgrade of the PELP System

We would like to inform all Applicants and Stakeholders that the PELP System is undergoing System Maintenance and Upgrade and will be inaccessible from 04-06 November 2024. These activities will ensure that the latest security patches are in place, as part of our continuous efforts to make the PELP System more secure and resilient. 

Rest assured that all applications received prior to this period will be processed, consistent with the existing timelines.

Maintenance and Upgrade of the PELP System

We would like to inform all Applicants and Stakeholders that the PELP System is undergoing System Maintenance and Upgrade and will be inaccessible from 29-30 July 2024. These activities will ensure that the latest security patches are in place, as part of our continuous efforts to make the PELP System more secure and resilient. 

Starting 31 July 2024, until further notice, the PELP System will have daily maintenance and will be inaccessible from 5:00 p.m. to 8:00 a.m. on weekdays and all day on weekends. 

Rest assured that all applications received prior to this period will be processed, consistent with the existing timelines.

Scheduled System Maintenance of the PELP System

We would like to inform all applicants and stakeholders that the PELP System is currently unavailable due to the change of Internet Service Provider and ongoing migration of the DOE’s Domain Name System (DNS) servers. This migration is a necessary part of the DOE’s efforts to improve internet connectivity.

Rest assured that all applications received before the said migration will be processed accordingly within the prescribed processing period indicated in the DOE Citizen’s Charter. We will update you once the system is back online.

Updating of the PELP System

We would like to inform all Applicants and Stakeholders that the PELP System will undergo a System update on 24-25 June 2024. The System update will facilitate the adjustments to the current modules, as part of the maintenance and updating of the system, which will include fixing of identified bugs in the Electric Fan and Clothes Washing Machine registration modules. This proactive measure is essential to ensure the stability of the PELP System. 

Rest assured that all applications received before the scheduled update will be processed accordingly within the prescribed processing period indicated in the DOE Citizen’s Charter. The PELP System will resume its operation on 26 June 2024.

Scheduled System Maintenance of the PELP System

We would like to inform all Applicants and Stakeholders that the PELP System will undergo a scheduled monthly System Maintenance on 22-23 June 2024 due to Cloud Server OS update. The System Maintenance will be conducted to ensure that the latest security patches are applied. This proactive measure is essential to fortify the System against potential vulnerabilities. 

Rest assured that all applications received prior to the scheduled System Maintenance will be processed accordingly within the prescribed processing period indicated in the DOE Citizen’s Charter.

Launching of the PELP Online Product Registration Platform for Electric Fans (EF) and Adjustment of Registration for Clothes Washing Machines (CWM)

We would like to inform all Stakeholders that the DOE will start accepting PELP Online Product Registration for Electric Fans (EF) starting 25 March 2024. All Importers, Manufacturers and Distributors of Electric Fan are enjoined to register their respective product models through the PELP System (https://pelp.doe.gov.ph/).

For Clothes Washing Machines, the launching of the PELP Online Product Registration Module will be moved to 29 April 2024. The adjustment was made to ensure the system's integrity and to further improve our service to our stakeholders.

PELP Enforcement Activities for Lighting Products, Air Conditioners, Refrigerating Appliances and Television Sets starts on March 2024

In line with the implementation of Philippine Energy Labeling Program (PELP), we would like to remind all stakeholders that Enforcement activities for Lighting Products, Air Conditioners, Refrigerating Appliances and Television Sets Activity will start by March 2024. Under the PELP Implementing Guidelines, enforcement, monitoring and verification (EMV) activities, such as on-site inspections and tagging of market samples, will be conducted to ensure compliance to PELP Guidelines. All PELP Registered Companies (Lighting Products, Air Conditioners, Refrigerating Appliances and Television Sets), Dealers and Retailers (online and onsite) are enjoined to give their support and full cooperation in the conduct of these activities.

Guidance on Compliance with the Philippine Energy Labeling Program (PELP) for Dealers and Retailers of Energy-Consuming Products (ECPs) including Online Selling Platforms

Aligned with the PELP enforcement activities, which would commence on March 2024, the DOE would like to remind all dealers and retailers of Energy-Consuming Products (ECPs) to observe the compliance mechanisms stated under the PELP Implementing Guidelines for Registration, Enforcement, Monitoring, Verification and Compliance Mechanisms:

  • All dealers and retailers of PELP-covered ECPs should display of corresponding Energy Labels in all PELP-covered products
  • ECP dealers and retailers engaged in selling through online platforms are enjoined to include the PELP Energy Label and a link to the Product Information Page on their product page/site
  • Online selling platforms are urged to require sellers of PELP-covered ECPs, that use their platform, to publish a copy of the PELP Energy Label in the respective product page/posting.
  • Printed materials and digital advertisements, showcasing PELP-covered products, should exhibit either the PELP Energy Label or the PELP Promotional Mark.

Updated Process for the Issuance of Order of Payment through the Collection Monitoring System Version 2 (COMSV2)

The Department of Energy will implement the updated process of collection or the Collection Monitoring System Version 2 (COMSV2) starting August 7, 2023. Under the updated process, Applicants will still request for an Order of Payment (OoP) through the PELP System (pelp.doe.gov.ph) to prompt the generation of the Billing Statement. EUMB-EPRED will facilitate the processing of the Billing Statement, which will be sent via email (coms@doe.gov.ph). Upon confirmation of the applicant, through the same email thread, the DOE-Accounting Division will proceed with the issuance of the Order of Payment, through email, and payments may be made either through Over the Counter (OTC) Bank Deposit, Online Transfer transactions or On-Site payment at the DOE Treasury Division. For payments made Online or through OTC Deposit, an Official Receipt will be sent via email after validation of payment. For on-site cash payments at the DOE, the Official Receipt will be physically issued by the DOE Treasury Division.
