DOE issues Guidelines for the Recognition of Testing Laboratories on 10 March 2022


The Department of Energy (DOE) has issued Department Circular DC2022-03-0005, or the “Guidelines for the Recognition of Testing Laboratories for the Examination, Testing and Verification of the Energy Efficiency of ECPs and the Fuel Efficiency of Transport Vehicles, including the issuance of Certificate of Endorsement to the Board of Investments (BOI) for Fiscal Incentives” on 10 March 2022. The said issuance provides for the framework for the recognition of testing laboratories that are essential in the verification activities under the Philippine Energy Labeling Program (PELP). Likewise, to provide support for PELP, the DOE also included guidelines for the issuance of Certificate of Endorsement for BOI fiscal incentives for adoption of high energy performing ECPs and establishment of support infrastructures.

PELP Registration and Energy Label Issuance as of 1st Quarter 2022


The Department of Energy (DOE) continues to accept registration of energy consuming products through the PELP Registration System. Since its launch on 12 August 2021, the DOE has received a total of 470 applications for energy consuming products (ECP), which include air conditioners, refrigerating appliances, television sets and lighting products.

As of March 31, 2022, a total of thirty-eight (38) companies have successfully registered in the PELP system and a total of 267 product models were issued with energy labels, particularly for 141 models of air conditioners, eighty-four (84) lighting products, thirty-one (31) models of refrigerating appliances, and eleven (11) television sets. System Maintenance of the PELP Registration System

This is to inform all applicants and stakeholders that the PELP Online Registration System will undergo a scheduled maintenance starting Friday, March 11, 2022 at 12:00 noon.

The system maintenance will be conducted to incorporate minor modifications and system updates to facilitate the online registration and processing of energy label requests. During the maintenance period, all services under the PELP System will be temporarily disabled. The System will resume accepting registrations on Monday, March 14, 2022 at 9:00 a.m.

Under the PELP, all manufacturers, importers and distributors of Energy Consuming Products (ECPs) are enjoined to register their company and products through the PELP Online Registration System. The DOE Energy Labels may also be requested through the same platform. All information obtained and shared by DOE and used for the purpose of the said online system will be subject to the provisions within the DOE's Data Privacy Policy (https://www.doe.gov.ph/dataprivacynotice/clients).

Launching of PELP Online Product Registration System for Air conditioners, Refrigerating Appliances, and Television Sets on 03 January 2022 will be moved to 10 January 2022

Launching of PELP Online Product Registration Platform for Lighting Products on 26 November 2021

The Philippine Energy Labelling Program (PELP) Product Registration Portal for Lighting Products will commence by November 26, 2021.  All Importers, Manufacturers and Distributors of Lighting Products are enjoined to register through the PELP Online Registration portal at pelp.doe.gov.ph. Lighting products covered under the PELP include Self-Ballasted Compact Fluorescent Lamps (CFL), Linear Fluorescent Lamps (LFL) or Double-Capped Fluorescent Lamps DFL), Single-Capped Fluorescent Lamps (SFL), Lamp Ballasts (BAL), and Light Emitting Diodes (LED) Lamps.

Launching of PELP Online Company Registration Platform on 12 August 2021

The PELP Company Registration Portal will be available by August 12, 2021. All Importers, Manufacturers and Distributors of PELP-covered energy-consuming products (i.e., air conditioners, refrigerating appliances, television sets and lighting products) are enjoined to register through the PELP Online Registration portal.

As stipulated in the PELP IG (REMVCM), registration will start thirty (30) days after the posting of this advisory.

PELP Implementing Guidelines approved on 11 May 2021

The Implementing Guidelines of the PELP was signed last 11 May 2021. The Implementing Guidelines outlines the particular product requirements (PPR) and Code of Practice for products covered under PELP. It also provides for the procedures for registration, enforcement, monitoring and verification, as well as compliance mechanisms for manufacturers, importers, distributors, dealers and retailers of energy consuming products. 

 
The PELP IG shall take effect fifteen (15) days following its publication in at least two (2) newspapers of general circulation or the Official Gazette. Copies of this IG shall be filed with the University of the Philippines Law Center – Office of the National Administrative Register.
