TAGUIG CITY – The Department of Energy (DOE) has successfully conducted the opening of bids applications for the 4th Open and Competitive Selection Process (OCSP4) for hydropower, geothermal, and wind energy resources with a total of 25 applications received for 13 out of 20 Pre-Determined Areas (PDAs).
The OCSP is being adopted as a mode for the selection and award of renewable energy (RE) contracts particularly for identified PDAs through a bidding process. PDAs refer to locations with potential RE resources, as supported by sufficient technical data, and are suitable for further development.
Under the OCSP4, the DOE offered 20 PDAs, with three (3) PDAs for geothermal resources with a total potential capacity of 160 MW, fourteen (14) PDAs for hydropower resources with a total potential capacity of 87.96 MW, and three (3) PDAs for wind resources. This is the first OCSP round to offer PDAs for wind projects, resulting from the recently completed resource assessment for wind energy in the Philippines.
The OCSP4 Review and Evaluation Committee (REC), presided by its Chairperson Assistant Secretary Mylene C. Capongcol, conducted the opening of bids and determination of completeness of bid submission with on-site and virtual attendance of the bidders on 28 September 2023. The summary of the results is presented in the attached matrix. Bidders with incomplete submissions were given until 02 October 2023 to file for a motion for reconsideration. Currently, the REC is reviewing the motion for reconsideration from four (4) bidders, of which two (2) are bidders for hydro and another two (2) for wind PDAs.
Based on the prescribed timelines, the legal, technical, and financial evaluation of all bids is expected to be completed on 12 October 2023, while the awarding of RE contracts is targeted on 24 November 2023.
All RE developers whose applications were accepted are required to settle the processing fees within three (3) days from receipt of the Order of Payment.
PDAs where no bid was received may be declared open for direct application pursuant to the existing guidelines. ###
