What is the difference between an EEC officer and an EEC Focal Person? - An EEC Officer is a senior official or part of the top management designated by the head of a government entity or local government unit and who will lead and implement the entity or LGU’s energy efficiency and conservation program. The EEC focal person, on the other hand, is designated by the head of the department-level entity. Each bureau, service, office (including regional and field offices) shall designate an EEC Focal Person, who will assist the EEC Officer in the implementation of GEMP.
Who comprises the Energy Audit Team? – They are members of the Department of Energy – Energy Utilization Management Bureau or duly authorized/deputized representatives.
What is the MECR?– The Monthly Electricity Consumption Report is the record of the monthly electricity consumption in kilowatt hours (kWh). Related information about the building description, gross area, number of occupants, and air-conditioned area can be found using the form.
How can one accomplish MECR? – Entries for the monthly consumption (column F) should be based from the monthly electricity bill issued by distribution utility, electric cooperative, or retail electricity supplier. Entries for columns B to E can obtained from the building administrator/ engineering/ general services department of the building. Entries for column A can be found from previous billing records.
What is the MFCR? – The Monthly Fuel Consumption Report is the record of monthly fuel consumption of gasoline/diesel in liters. This form is used to derive savings in terms of liters and percentage.
How can one accomplish the MFCR? – Monthly consumption baseline can be found from previous fuel utilization records, while monthly consumption 2020 entries should be based on the official receipt from the petroleum company where fuel was purchased.
What is the EEC incentive? – It authorizes government entities to use the savings realized through EEC initiative as a benefit granted to employees.
Why should I set up the air conditioner at 24-degree Celsius? – According to studies, for every one degree the temperature of the AC is raised, up to 6% electricity can be saved. Thus, by increasing it to 24 degrees you are saving up to 24% electricity.
Where can I submit duly accomplished forms? – Forms 1 and 2 (EEC Officer and EEC Focal Person information forms) and MECR and MFCR are to be submitted thru email at doe.gemp@gmail.com and/or fax 8840-2243.
Our building is fairly new, how can I compute for savings? - For new government buildings or facility that has no data of 2015, a complete one year data after 2015 shall be used to compute the savings.
How are energy audits conducted during the community quarantine? – The Energy Audit Team will conduct the said activity virtually. Guidelines and procedures will be discussed in detail once the preliminary requirements are submitted and a schedule is set.
