Energy Situation Update Post-Luzon Quake 24 April 2019 (as of 2:30pm)

I. POWER SECTOR

YELLOW ALERT notice was raised from 8:00 AM to 10:00 AM, 4:00 PM to 6:00 PM, and 7:00 PM to 11:00 PM.

RED ALERT notice was raised from 10:00 AM to 4:00 PM, and 6:00 PM to 7:00 PM.

A. POWER GENERATION

As of 11:30 AM, there is a total of 990 MW installed capacity from the following power plants on forced outage:

GN Power Mariveles Coal Power Plant (GMPC) Units 1 and 2 - 2 x 345 MW
SMC Consolidated Power Corporation (SCPC) Limay Coal Units 1 and 2 – 2 x 150 MW

The Pagbilao Unit 3 of Pagbilao Energy Corporation (PEC) has only declared 133 MW or 32% of its 420 MW total installed capacity due to an on-going assessment of the condition of their boiler.

B. TRANSMISSION

The National Grid Corporation of the Philippines (NGCP) may implement Manual Load Dropping (MLD) in some parts of Nueva Ecija, Albay, Metro Manila, La Union, Quezon, Camarines Norte, and Camarines Sur.

Transmission services in all affected areas are now under normal operations.

C. DISTRIBUTION

As of 5:00 PM on 23 Apr 19, PELCO II has reported 99.85% power restored in the affected areas corresponding to 201, 227 consumers.

D. INTERRUPTIBLE LOAD PROGRAM (ILP)

A total of 248.88 MW of power has been committed by ILP participants which will allow the plants to operate their generating sets as support to the limited power supply.

E. IMPLEMENTATION OF MANUAL LOAD DROP (Power Interruption)

Around 371 MW manual load drop (MLD) in Luzon Grid was implemented. It started at 1:33 PM today. This is around 3.5% of the entire demand for the Luzon Grid (10,684 MW) which can last for an hour. 

For the 2 PM to 3 PM, 309 MW MLD is scheduled to be implemented. This is around 3% of the demand for Luzon. 

For 3 PM to 4 PM, 223 MW MLD is scheduled to be implemented. This is around 2% of the entire demand for Luzon. 

II. DOWNSTREAM OIL SECTOR

No damages were reported by the Oil Industry players.

III. UPSTREAM SECTOR

No damages were reported by the Upstream Industry sector. 

IV. PRICE FREEZE

A State of Calamity (SOC) was raised in Porac, Pampanga. Thus, a price freeze for household liquefied petroleum gas (LPG) and kerosene products in this area is now in effect and will remain valid for 15 days upon the announcement of a SOC. 

The DOE will continue to monitor and come up with updates as soon as more information becomes available.
