Pursuant to the Civil Service Commission (CSC) Resolution No. 010113 dated 10 January 2001 as implemented through CSC Memorandum Circular No. 02. s. of 2001, and the CSC-approved Department of Energy Grievance Machinery (DOE-GM), the DOE Grievance Committee (DOE-GC) is hereby reconstituted to be composed of the following:

Hainto, Jr. (Alternate) 1st-Level, Employee Representatives The Employee Representatives shall have a term of two (2) years starting 14 April 2003.
Secretariat : Human Resource Division The DOE-GC shall perform the following duties and responsibilities:
1. Establish its own internal procedures and strategies;
2. Develop and implement pro-active measures or activities to prevent grievances such as employee assemblies which shall be conducted at least once every quarter, "talakayan", counselling and other HRD interventions;
3. Conduct continuing information drive on the DOE-GM among officials and employees in collaboration with the HRD;
4. Conduct dialogues between and among parties involved or when warranted, investigations and hearings as provided in the DOE-GM;
5. Document grievances including related agreements reached by parties involved;
6. Issue Certification on the Final Action on Grievance (CFAG) which shall contain, among other things, the history and final action taken by the Department on the grievance; and
7. Submit quarterly reports on Committee accomplishments and status of unresolved grievances to the CSC Regional Office. For implementation. Fort Bonifacio, Taguig, Metro Manila, 14 April 2003. VINCENT S. PEREZ Secretary
