Recognized Training Institution (RTI) for Government Energy Management Program (GEMP)

The DOE issued Department Circular DC2023-05-0009 or the “Government Energy Management Program (GEMP) Guidelines on Strengthening the Energy Efficiency and Conservation Professionals, Adoption of Training Module for Capacity Building and Prescribing Certification Process for the Recognized Training Institutions (RTIs).

RTI refers to recognized entities who complied with the requirements identified by the DOE under Department Circular No. DC2023-05-0009. RTIs are the only entities eligible to conduct the prescribed training programs for Energy Efficiency and Conservation (EEC) Professionals.

EEC Professionals are the designated EEC Officer, Focal Person and Coordinator who are responsible for the implementation of GEMP in their respective offices.

The DOE shall recognize and certify RTIs based on the following requirements:

  1. Duly Accomplished Training Application Form (https://bit.ly/RTIApplicationForm)
  2. Certificate True Copies of Documents on Corporate Personality;
  3. List of equipment/instruments and other instructional materials, whether owned or leased;
  4. List of Lecturers/Instructors with Curriculum Vitae (CV)/Professional Regulation Commission (PRC) License (if applicable);
  5. List of training provided;
  6. Training Plan with corresponding number of days and fees; and
  7. Proof of payment of Ten Thousand Pesos (PHP 10,000) for Application Fee or Recognition
