Call for Comments on the Proposed Amendments to the Wholesale Electricity Spot Market (WESM) Rules and Its Market Manuals

The Department of Energy is hereby requesting all interested parties to submit comments to the following draft Department Circulars:

  1. ADOPTING GENERAL AMENDMENTS TO THE WHOLESALE ELECTRICITY SPOT MARKET (WESM) RULES AND VARIOUS WESM MANUALS ON THE ENHANCEMENTS TO MARKET OPERATOR AND SYSTEM OPERATOR PROCEDURES
     
  2. ADOPTING FURTHER AMENDMENTS TO THE WHOLESALE ELECTRICITY SPOT MARKET (WESM) MANUAL ON REGISTRATION, SUSPENSION, AND DE-REGISTRATION CRITERIA AND PROCEDURES FOR GENERAL ENHANCEMENTS TO THE APPLICATION PROCESS OF NEW WESM MEMBERS
     
  3. ADOPTING FURTHER AMENDMENTS TO THE WHOLESALE ELECTRICITY SPOT MARKET (WESM) MARKET MANUAL ON BILLING AND SETTLEMENT (Provisions to Harmonize with the ERC Directives on Additional Compensation Process)
     
  4. ADOPTING FURTHER AMENDMENTS TO THE WHOLESALE ELECTRICITY SPOT MARKET (WESM) RULES AND MARKET MANUAL ON CONSTRAINT VIOLATION COEFFICIENTS (CVC) AND PRICING RE-RUNS (PR) TO HARMONIZE WITH THE ENERGY REGULATORY COMMISSION (ERC) DIRECTIVES ON AUTOMATIC PRICING RE-RUNS FOR UNDER-GENERATION AND OVER-GENERATION

CALL FOR COMMENTS:

The Department of Energy, through the Electric Power Industry Management Bureau, hereby requests interested parties and stakeholders for comments and recommendations on the draft Department Circular entitled “Providing the Guidelines for the Accreditation of Third Party Auctioneer Pursuant to Section 5 of Department Circular No. DC2021-09-0030”.
