Pursuant to Department of Energy Circular No, DC2014-02-0005 (the "PECR5 Circular"), the Review and Evaluation Committee (REC) of the PECR5 for Petroleum and Coal unanimously passed the following resolutions:

RESOLVED, that there is a need to revise the timeline for the PECR5 for petroleum to provide sufficient time to prospective proponents to evaluate new data from the marine seismic data acquisition, processing and interpretation by Searcher Seismic Pty. Ltd. which was engaged by the Department of Energy (DOE) to provide geophysical services for the PECR5 offered areas, which will only be available to prospective proponents on February 2015;

RESOLVED, FURTHER that the REC recommends the revision of the petroleum timelines for the PECR5 as attached hereto as Annex "A";

RESOLVED, FINALLY that the proposed timeline for petroleum under the under the PECR5 shall be submitted to the Secretary for approval and publication;

Public Notice No. PN2014-12-0004: Declaration of Remote and Unviable Areas Pursuant to Section 59 of the EPIRA and Rule 14 of its Implementing Rules and Regulations

NOTICE is hereby given that Barangays Balatubat, Naguilian and Minabel in Camiguin Island and Barangays Dilam, Dibay, Babuyan Claro and Dalupiri in Calayan Island, all located in the Municipality of Calayan, Cagayan Province are remote and unviable areas have been declared open for the provision of electric service by Qualified Third Parties (QTPs) pursuant to Section 59 of the Electric Power Industry Reform Act of 2001 otherwise known as EPIRA and Rule 14 of its Implementing Rules and Regulations. The Cagayan Electric Cooperative II (CAGELCO II) having franchise obligations over these remote and unviable areas, have issued Board Resolution No. 028-0426 "Resolution Temporarily Waiving the Franchise to Operate in Camiguin Island and Calayan Island, Municipality of Calayan, Cagayan Province in Favor of a Qualified Third Party."
