5th Philippine Energy Contracting Round (PECR5) Reminder

Greetings!

The PECR is a transparent and competitive system of awarding service contracts for petroleum prospective areas.  The contract round is the fifth for petroleum and we are offering eleven areas with a total area of about 4.8 million hectares.

The Department of Energy would like to remind you that the last day of acceptance and opening of PECR5 applications is on 30 June 2015 (Tuesday). The acceptance of applications is until 11:00AM while the opening of applications will commence at 1:30PM at the Audio Visual Room, Department of Energy.

The Department of Energy through the Disposal Committee (DC) hereby invites all interested bidders to submit bids for:

Deadline for the submission of sealed bids shall be on  June 5, 2015, Friday at 9:00AM at the Procurement and Property Management Division, Basement, DOE Annex Building, Basement, DOE Annex Building, Fort Bonifacio, Taguig, Metro Manila after payment of a 10% Bid Bond in the form of Cash, Cashier’s or Manager’s Check which shall be deposited to the Treasury Division prior to the opening of bids.  Opening of bids will be held on the same day, June 5, 2015, Friday at 10:00 AM at the Conference Room of Usec. R. B. Aguilos , 4th Floor, Main Building Department of Energy, Energy Center, Rizal Drive, Fort Bonifacio, Taguig City.

Prospective bidders shall conform to the following TERMS AND CONDITIONS that apply to public bidding of various unserviceable properties  in the DOE, as follows:

  1. At the date of the submission of bids, all bidders shall register their names and addresses at the logbook and drop the sealed envelope containing the bid. The bidders bond equivalent to ten percent (10%) of the appraised value per lot as indicated above in the form of cash or manager’s check issued by a reputable bank payable to the Department of Energy.  The envelope should also include photocopies of the following documents:
    1. Mayor’s Permit
    2. Latest Income Tax Return, stamped “received by BIR or its duly accredited and authorized Institutions.”

    During the Opening of Bids, the bidders will bring with them the original copies of abovementioned documents for authentication/validation. Failure of the bidders to submit the said documents and present the original copies shall be a ground for disqualification;

  2. Bids received shall be opened on exact time and date prescribed in the Invitation to Bid. Abstract of bids shall be prepared wherein the highest price offered for each lot shall be the winning bid provided that the amount shall be higher or equal to the floor price of P15.00 per kilogram;

    Immediately after the winning bidder has been declared by the Committee, the winning bidder’s bid bond shall be considered as partial payment for the bid and the difference in the amount between the bid and the bid bond shall be paid in the form of cash, cashier’s or manager’s check within five (5) working days from the date of receipt of the Notice of Award (NOA).

  3. The bidder’s bond will only be returned to the non-winning bidders after the issuance and receipt of NOA by the winning bidder;
  4. The 10% Bid Bond shall be forfeited if the full price is not paid within five (5) days upon receipt of the Notice of Award by the winning bidder;
  5. The winning bidders shall pay the amount based on ACTUAL WEIGHT of the items offered.

The DOE-DC reserves the right to reject any or all bids with or without cause, to waive any defect in them and to award the bidder whose offer is the most advantageous to the government.
