Subject:Prevent the Bypass of the Philippine Energy Contracting Round (PECR)

To whom it may concern,

This refers to your email message to the Department of Energy (DOE), received by Secretary Alfonso G. Cusi on 27 November 2016, stating therein a request to prevent the bypass of PECR.  In view of the matter, Secretary Cusi has instructed the undersigned to respond to your concern and provide you the following clarifications:

  1. Applications for Petroleum Service Contracts are only accepted during the conduct of PECRs.  The recent contracting round (PECR5) was launched last 09 May 2014 and its application period ended on 30 June 2015;
  2. DOE has opted not to offer areas for petroleum exploration in the Mindanao Region, specifically those localities under the purview of the proposed Bangsamoro Basic Law (BBL) in light of the ongoing discussions for the passing of the BBL;
  3. The conduct of the next PECR is yet to be announced. Interested parties may however access th recent PECR5 guidelines, maps and other relevant information/resources through the DOE-PECR microsite at www.doe.gov.ph/pecr5 for convenient reference.

Please rest assured that the DOE, in its thrust to effectively promote energy resource exploration and development, employs and will continue to employ  all transparent and competitive means to achieve its objectives and provide a level playing field to all interested parties with the end in view of realizing energy self-sufficienct for the country.
