TYPHOON OMPONG ADVISORY 5

QUEZON CITY - Energy Secretary Alfonso G. Cusi today assures the public on the continued concerted efforts of the entire energy family to monitor and actively respond to areas affected by Typhoon Ompong, which made landfall in Baggao, Cagayan earlier at 1:40AM. 

Based on the latest report of the Task Force on Energy Resiliency:

1. For the power generation sector, as of 12:00 noon today (15 September), National Power Corporation’s Dam Status report indicates that water spilling operations were on-going at the Ambuklao Dam with water level at 751.66 meters above sea level (masl), the Binga Dam with water level at 575.11 masl, and the Magat dam with 186.55 masl.
Said discharges will not cause flooding in the flood warning zones, and are being most carefully conducted to maintain normal water levels in the reservoirs.

San Roque Dam’s flood forecasting and warning service announced that the facility will release water from the reservoir at 5:00 p.m. today.

2. For the transmission sector, the National Grid Corporation of the Philippines reported the following status of affected transmission facilities as of 2:00PM today:

For Restoration:

ISELCO II (Isabela II)
CAGELCO I & II (Cagayan I and II)
TARELCO I (Tarlac I)
NUVELCO (Nueva Vizcaya)
NGCP line crews are on standby to undertake inspection and restoration of lines in full swing as soon as it is determined safe to restore power.

3. For the distribution sector, the National Electrification Administration reported that as of 8:00AM today, a total of 21 electric cooperatives experienced line tripping in Regions I, II, III, CAR, IV-A

The areas being served by the following electric cooperatives (ECs) are affected:

  • Region I (5 ECs): INEC (Ilocos Norte), ISECO (Ilocos Sur), LUELCO (La Union), PANELCO I (Pangasinan I, except Alaminos and Mabini which have been fully energized), PANELCO III (Pangasinan III)
  • Region II (7 ECs): BATANELCO (Batanes), CAGELCO I (Cagayan I), CAGELCO II (Cagayan II), ISELCO I (Isabela I), ISELCO II (Isabela II), NUVELCO (Nueva Vizcaya), QUIRELCO (Quirino)
  • CAR (5 ECs): BENECO (Benguet), MOPRECO (Mt. Province), ABRECO (Abra), KAELCO (Kalinga Apayao), IFELCO (Ifugao)
  • Region III (3 ECs): AURELCO (Aurora), ZAMECO I (Zambales I), ZAMECO II (Zambales II)
  • Region IV-A (1 EC): FLECO (First Laguna) 

4. Under the areas served by MERALCO, the PAGCOR 34.5kv circuit which tripped and locked-out at 11:34PM yesterday has been restored at 12:23AM today.

At 1:33AM today, the electricity services have been restored in the following barangays connected to the Batangas 13.8kv and Bolbok 13.8kv circuits: San Pascual, Sta. Rita, Banaba West, Bolbok, Batangas

At 2:17AM today, power has also been restored in the following barangays connected to the Tayabas 34.5kv circuit: Sto. Tomas, San Diego, San Isidro, San Antonio, San Juan, San Rafael in Luisiana, Laguna. 

5. For the downstream oil sector, the Department of Energy-Oil Industry Management Bureau (DOE-OIMB) is closely coordinating with oil companies on the impact of the typhoon on supply and retail outlets. 

The DOE asks our oil industry dealers in flooded areas or those who lack supply to report their status to OIMB Director Rino Abad at 09177057754 and OIMB Asst. Dir. Rodela Romero at 09175560750. 

For liquefied petroleum gas (LPG), the LPG Industry Association, Inc. reported that there is enough supply of the fuel in the affected areas.

At the moment, no province has yet been declared to be in a State of Calamity. The DOE reiterates that should such declaration take place, a price freeze on household LPG and kerosene products will be enforced for 15 days upon the announcement. 

The DOE continues to assure the public that the energy situation is closely being monitored and immediate restoration efforts will be underway as soon as the weather permits.
