DOE to Open Bids for a PCECP Nominated Area in Malangas, Zamboanga Sibugay

TAGUIG CITY - The Department of Energy (DOE) will be opening at 1:00PM today (30 October) bid applications received for a Nominated Area (NA) under the Philippine Conventional Energy Contracting Program (PCECP), after the 60-day challenge period. 

Nominated by the Philippine National Oil Company-Exploration Corporation (PNOC-EC), the NA is comprised of two coal blocks, 42-I-1 and 42-I-2, located in Malangas, Zamboanga Sibugay. 

On 28 July 2020, the DOE approved PNOC’s nomination by publication and invitation for challenge, and was published in The Philippine Star and Philippine Daily Inquirer on 31 August 2020 by the nominating party.

During the Opening of Bids Ceremony, DOE-PCECP evaluators shall be performing “completeness checks” on all submitted applications from the nominating party and any challenging party/ies, pursuant to the Guidelines and Checklist of DOE Department Circular No. DC2017-09-0010 or the PCECP Circular for Coal, whereby:

• Submissions with complete application requirements shall qualify for further substantive legal, technical and financial evaluation to determine whether the applicants will be capable to carry out the minimum work commitments for the Nominated Area; 

• While submissions with incomplete application requirements shall automatically be disqualified as stipulated under the PCECP Circular unless there is no other proposal or challenger/s received during the selection process, wherein the sole applicant shall be allowed to submit or correct the lacking or defective documents within a given period, subject to discretion of the DOE Review and Evaluation Committee, but not to exceed 30 calendar days from the opening of applications.
