CEBU CITY - As the lead agency in institutionalizing energy efficiency and conservation, the Department of Energy (DOE) is currently developing the draft Implementing Rules and Regulation (IRR) of Republic Act 11285, or the Act Institutionalizing the Energy Efficiency and Conservation (EE&C), through enhancing the efficient use of energy and granting incentives to EE&C projects.
DOE Secretary Alfonso G. Cusi said, “The EE&C Act is one of the priority programs of the Department for 2019-2022. Thus, we will ensure the sustainable implementation of the rules and laws for the security of our energy supply through competition, access to bilateral markets, anti-monopoly measures, least-cost power, and the protection of the environment.”
The EE&C Act aims to standardize energy efficiency and conservation measures in the country by regulating the use of energy efficient technologies in buildings. Enhanced EE&C will go a long way in securing the sufficiency and stability of the country's energy supply. Attaining these goals would also help cushion the impact of high prices of imported fuels on the local market, and spur sustainable economic and social development.
During the public consultation, the DOE Energy Utilization Management Bureau (EUMB) Director Patrick T. Aquino emphasized that the DOE envisions the EE&C Act as a national way of life, geared towards building the Philippines.
The EE&C is seen to help bring down energy demand and increased energy security that would improve productivity and yield energy savings for consumers.
In addition, the DOE will implement be implementing EE&C measures that could be utilized by the residential sector, through an intensified Energy Efficiency Labeling system.
Employees were also briefed on the Government Energy Management Plan (GEMP) that would reduce monthly energy consumption of Government Offices by 10%. The compliance to the GEMP is one of the mitigation options for the Philippines’ Nationally Determined Contribution (NDC) to reduce greenhouse gas emissions under the United Nations Framework Convention on Climate Change.
Moreover, the DOE is set to conduct more information campaigns and series of public consultations to solicit ideas, suggestions and recommendations for the crafting of a stronger IRR for the EE&C Act. This will encompass the best interests of the country, study and project partners and relevant stakeholders.
CALL FOR COMMENTS:
The DOE is requesting all interested parties to submit their comments on the proposed Department Circular of the Rules and Regulations Implementing Republic Act No. 11285, or the EE&C Act.
