DOE-GPDP Visits Singapore and Indonesia to Learn More about Natural Gas

The Department of Energy, led by Undersecretary Donato Marcos, participated in the Policy Exchange and Site Visit organized by the Gas Policy Development Project (GPDP) in Singapore and Indonesia on 5-9 August (first batch) and 19-23 August 2019 (second batch). The visit supported the agency’s initiative in strengthening the implementation of the Philippine Downstream Natural Gas Regulation (PDNGR).

The visits facilitated on-site discussions between the DOE-GPDP delegation and the Singaporean and Indonesian industry regulators and stakeholders regarding technical and policy concerns in setting up and operating natural gas facilities.  

Furthermore, the delegates also met with the Energy Market Authority (EMA) of Singapore and the Directorate-General for Oil and Gas, Ministry of Energy and Mineral Resources of Indonesia, where they learned about their respective ongoing strategies and initiatives to satisfy their country’s residential and industrial gas needs. 

A meeting and a site visit was also hosted by the Indonesian liquefied natural gas (LNG) company, Pertamina and its subsidiaries, which enabled the team to observe actual LNG operations. Pertamina has been in the LNG business since 1970s, and currently operates the largest capacity of regasification and liquefaction facilities in Indonesia. This includes Perta Arun Gas (PAG), a subsidiary of Pertamina, in Aceh, Indonesia, which the team also visited. 

The delegation likewise visited Nusantara Regas, a joint venture between Pertamina and Perusahaan Gas Negara (PGN) in Jakarta, Indonesia, to see their facilities, and learn more about their operations, and services. A pioneer in LNG regasification, Nusantara Regas currently operates a commercial floating storage and regasification unit (FSRU) in Indonesia - the FSRU Jawa Barat.

Also among the facilities visited was Badak LNG, which is one of two major plants supporting Indonesia’s LNG industry. Badak imparted some of their capacity development experiences, given their in-house LNG academy, which offers customized training courses. 

The site visits culminated in a tour of the Onshore Receiving Facility of PGN in Bandar Lampung, which is supplied by the FSRU Lampung located 21 km offshore.
