TAGUIG CITY – The Department of Energy (DOE) garnered an “Champion in Excellence in Reporting” award from the Philippine Extractive Industries Transparency Initiative (PH-EITI) during the PH-EITI Awards Ceremony at the Hotel Jen in Pasay City on 18 September 2019. 

DOE Secretary Alfonso G. Cusi said, "As civil servants, we have the primary responsibility of being transparent and truthful in all of our actions. We have applied this in all facets of our work at the Department, including in our reporting on the Malampaya funds.”

Established by virtue of Executive Order Nos. 79 and 147, the PH-EITI was created to help the government promote transparency within the private and public sectors, particularly in the disclosure of payments and revenues, which are published in the annual PH-EITI Country Report.

The PH-EITI is administered by a Multi-Stakeholder Group, which is chaired by the Department of Finance, and is composed of representatives from the government (DOE, Department of Environment and Natural Resources, Department of Interior and Local Government, and the Union of Local Authorities of the Philippines); industries (Chamber of Mines of the Philippines and Petroleum Association of the Philippines); and the civil society group, Bantay Kita-Publish What You Pay Philippines.  

For the DOE, the PH-EITI representatives are Financial Services Head, Director Araceli S. Soluta and Energy Resource Development Bureau Director Cesar G. Dela Fuente, who is the alternate representative. Among their contributions to the Philippine EITI Workplan are the transparent financial and technical monitoring of the Malampaya funds, which have resulted in the implementation of transparency programs and policies.
