DOE concludes Opening of Bid Proposals for the 1st MGSP-CSP for Unserved and Underserved Areas

The DOE concluded the opening of bid proposals for the 1st Micro Grid Service Provider  Competitive Selection Process (MGSP-CSP).

Through the MGSP Special Bids and Awards Committee (SBAC) on 27 December 2023, the DOE conducted the opening of submitted Complete Bid Proposals by MGSP Proponents for the electrification of the DOE declared ninety-eight (98) unserved and underserved areas of the country. These unserved and underserved areas were clustered into forty-nine (49) lots.

Out of nine (9) pre-qualified bidders, the DOE received six (6) Complete Bid Proposals, both financial and technical, from the Maharlika Consortium, covering eight (8) Lots that include unserved areas in the Provinces of Cebu, Quezon, and Palawan, as detailed above (Table):

On the same day, after the careful evaluation and deliberation of the MGSP-SBAC, the six (6) Complete Bid Proposals were considered PASSED, based on Pass/Fail Criteria, and ENDORSED for Bid Evaluation, expected to be completed by the MGSP-SBAC on 20 February 2024.

The Maharlika Consortium represents three companies, which include Clean Power Holdings, Inc., Singapore-based CleanGrid Partners, and Singapore-based renewable energy company WEnergy Global.

Should the proposal of Maharlika Consortium be found to be in accordance with the requirements of the Terms of Reference, Republic Act No. 11646 or the Micro Grid Systems Act and its implementing rules and regulations, a post-qualification process will be conducted before the DOE renders the Notice of Award, targeted to be issued by March 2024.

The DOE is grateful to all the nine pre-qualified bidders who participated in the bidding process. The DOE will continue to work with the private sector to provide sustainable and reliable energy solutions to the Filipino people.

"While we received proposals from only one pre-qualified bidder and acknowledge that we may not encompass all 98 declared unserved and underserved areas, we deem our pilot implementation of the MGSP-CSP a success. This is a crucial step forward, as it ensures that communities will soon benefit from deploying microgrid systems. Learning from this pilot CSP experience, we are committed to implementing enhancements for the next round of MGSP-CSP scheduled in 2024," Energy Undersecretary Rowena Cristina Guevara said." 

The DOE and its attached agencies remain steadfast in their commitment to achieve 100% household electrification by 2028, in collaboration with much-needed support and cooperation from the private sector and all concerned national and local government units and institutions. ###
