WHEREAS, the Intergovernment Energy Board (IEB) Circular on the Joint Award of Petroleum Service Contracts (Petroleum SCs) and Coal Operating Contracts (COCs) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) (the "IEB Circular") was signed on 06 July 2023 and took effect on 04 August 2023;
