MEMORANDUM CIRCULAR NO. 56
DIRECTING ALL DEPARTMENT SECRETARIES AND HEADS OF AGENCIES, BUREAUS, OR OFFICES OF THE GOVERNMENT IN THE LOCALITIES AFFECTED BY THE CALAMITY ARISING FROM TYPHOON YOLANDA TO ENSURE THE DELIVERY OF BASIC SERVICES AND ASSISTANCE
WHEREAS, Typhoon Yolanda (international codename: Haiyan) caused widespread destruction, incalculable damage and death in several areas, including the Samar Provinces, Leyte, Cebu, Capiz, Aklan, Iloilo and Palawan (collectively, the “Affected Localities”); and
WHEREAS, there is a need to ensure that basic services and all possible forms of assistance are being delivered to the affected populations in all areas in the Affected Localities.
NOW, THEREFORE, all Department Secretaries and Heads of Agencies, Bureaus, or Offices of the Government with offices/branches located in the Affected Localities are hereby ordered to augment their respective regional, provincial and/or local offices/branches to ensure effective and functional operations.
Likewise, all Departments, Agencies, Bureaus, or Offices are directed to provide or augment the basic services and facilities of the affected local government units for the continuous delivery of services and assistance to all Affected Localities.
This Memorandum Circular shall take effect immediately.
