WHEREAS, the Department of Energy (DOE) is the government agency mandated by Republic Act No. 8479 or the "Downstream Oil Deregulation Act of 1998" to supervise the downstream oil industry, including the trading of petroleum and/or petroleum products as well as the safe handling and transportation of the same;
