WHEREAS, Republic Act (RA) No. 7638, as amended, or the Department of Energy (DOE) Act of 1992, declares the policy of the State to ensure a continuous, adequate, and economic supply of energy with the end view of ultimately achieving self-reliance in the country's energy requirements;

WHEREAS, RA11285, or the Energy Efficiency and Conservation Act, declares the policy of the State to institutionalize energy efficiency and conservation as a wy of life geared towards the efficient and judicious utilization of energy;
