Pursuant to the provisions and requirements of Civil Service Commission (CSC) Resolution No. 1800692 or the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) (Revised July 2018) Re: Amendments and Additional Provisions to CSC Resolution No. 1701009 (June 16, 2017), the Department of Energy (DOE) hereby adopts and promulgates the herein DOE Merit Selection Plan (MSP) for Hiring and Promotion for the 1st and 2nd Level Positions for guidance and information of all DOE officials and employees.
