WHEREAS, Executive Order (EO) #70 was promulgated to institute the "Whole-of-Nation Approach (WNA)", as a government policy, in attaining inclusive and sustainable peace.  The WNA shifts the traditional "military-centric approach" to a "civilian-led approach" in dealing with Communist Terrorist Groups (CTGs). It is to this end that Government shall prioritize and harmonize the delivery of basic services and social development packages in the conflict-affected areas and vulnerable communities, facilitate societal inclusivity, and ensure active participation of all sectors of society in the pursuit of the country's peace agenda;
