Pursuant to the provisions and requirements of Civil Service Commission (CSC) Resolution No. 1701009 or the 2017 Omnibus Rules on Appointments and Other Human Resource Action (ORAOHRA), the Department of Energy (DOE)  hereby adopts and promulgates the herein DOE Merit Selection Plan (MSP) for Hiring and Promotion for the 1st and 2nd Level Positions and information of all DOE officials and employees.
