WHEREAS, the DOE-DOJ Task Force, created by Republic Act (RA) No. 8479, otherwise known as the Oil Deregulation Act of 1998, has the mandate to take jurisdiction on any complaint against cartelization, predatory pricing, and unreasonable rise in the prices of petroleum products;
