WHEREAS, it is the policy of the State to ensure quality, reliability, security and affordability of electric power. WHEREAS, the southern part of Occidental Mindoro is currently experiencing power supply deficiency brought about by the low internal generating capacity of NPC plants and being addressed by the rotating brownout scheme. WHEREAS, Section 70 of Republic Act 9136, states that NPC-SPUG is responsible to provide power generation and its associated power delivery system in areas that are not connected to the transmission system. WHEREAS, Rule 13, Section 2 (b) of IRR of Republic Act 9136 states that NPC-SPUG shall periodically assess the requirements and prospects for bringing its functions to commercial viability on area-by-area basis at the earliest possible time, including a program to encourage private sector participation.
