The Department of Energy (DOE) is hereby requesting all interested parties to submit their comments on the attached draft Department Circular prescribing revised guidelines for the qualification and participation of qualified third parties pursuant to Section 23, Section 59 and Section 70 of the "Electric Power Industry Reform Act of 2001," and its implementing rules and regulations.
