Public Notice No. PN2014-04-0002: Declaration of Remote and Unviable Areas Pursuant to Section 59 of the EPIRA and Rule 14 of Its Implementing Rules and Regulations

NOTICE is hereby given that the Sabang-Cabayugan area in Puerto Princesa City are remote and unviable areas, have been declared open for the provision of electric service by Qualified Third Parties (QTPs) pursuant to Section 59 of the Electric Power Industry Reform Act of 2001 otherwise known as EPIRA and Rule 14 of Its Implementing Rules and Regulations. The Palawan Electric Cooperative, Inc (PALECO) has issued Board Resolution No. 234 Series 2013 "A Resolution Amending Board Resolution No 173 Series of 2013 and Declaring the Sabang-Cabayugan as unviable area."

The PALECO having franchise obligations over these remote and unviable areas have received an unsolicited proposal and entered a Memorandum of Understanding (MOU) with the City Government of Puerto Princesa and WEnergy Global Pte Ltd. ("WEnergy") on March 2013. The MOU aims to plan, design, build, operate and own a Solar PV power plant with a minimum installed capacity of 1- 1.5 MWp combined with appropriate technologies to ensure an optimal supply of electricity ("24/7") that will satisfy the current and future demands in Barangay Cabayugan, with an immediate focus on the area of Sitio Sabang, Barangay Cabayugan, Puerto Princesa, among others.

The Sabang Renewable Energy Corporation (SREC), a joint venture of WEnergy and Delta P, Inc., submitted a Letter of Intent/Application to the DOE to undertake the design, construction and operation of the Hybrid Solar PV/Diesel Generator Powerplant and Micro Grid that will provide electric service to the abovementioned unviable area as QTP.

Interested parties including private entities, local government units, cooperatives and non-government organizations are enjoined to submit proposal to the DOE for the electrification of Sabang-Cabayugan area in Puerto Princesa City.
