Inception Workshop to Forge Potential Energy Efficiency Partnerships in the Industrial Sector

(Pasig City) The Department of Energy (DOE), in partnership with the United Nations for Industrial Development Organization (UNIDO)-Global Environmental Facility (GEF), held an inception workshop for the Philippine Industrial Energy Efficiency Project (PIEEP) on 23 March 2012.

The 5-year joint project addresses the need to implement energy efficiency measures in industry, one of the most energy intensive sectors in the country. The DOE believes that improving energy efficiency in the industrial sector is one cost-effective intervention that would help supply-constrained developing and emerging countries manage increasing energy demand and loosen the link between economic growth and environmental degradation, such as climate change.

The Inception Workshop was attended by representatives from participating agencies and financial institutions such as Department of Science and Technology (DOST), Department of Trade and Industry (DTI), National Economic Development Authority (NEDA), Land Bank of the Philippines (LBP), Bank of the Philippine Islands (BPI), and Development Bank of the Philippines (DBP), who explained in detail their commitment to support and fund industrial energy efficiency projects.  Through the participation of industrial partners, industrial associations, professional organizations, and equipment vendors, energy service companies (ESCOs), and energy consultants, the Workshop served as a platform for forging partnerships in implementing energy efficiency projects.        

The DOE added that PIEEP, in the long run, will promote industrial energy efficiency in industry through introduction of energy management and industrial energy systems optimization, capacity building of stakeholders - enterprises, equipment suppliers, engineering / energy service companies and government planners in implementing system level efficiency improvements, and integration of energy efficiency into management systems of industrial enterprises through energy management standards. This initiative will accelerate adoption of energy efficiency best practices on a continuous basis.

For the five (5) year period of the project, PIEEP is expected to generate:

• Steam Savings = 6,071,000 GJ; and
• Energy Savings = 2,057,755 MWh  

These savings will also contribute to total estimated GHG reductions of 1,459,133 tons of CO2e which can be divided into electricity savings equivalent to 969,203 tCO2e and fuel savings equivalent to 489,930 tCO2e.

The DOE has earlier said that with the participation of the private sector in its energy efficiency programs, it will be able to achieve an annual savings of 3,455 KTOE and around 8.95 million tons of carbon dioxide avoidance for the period 2010 to 2030.  

The PIEEP is also said to contribute to the realization of an energy efficient market which will result to creation of more jobs while, at the same time, reduce environmental pressure due to economic growth.

DOE Undersecretary Loreta G. Ayson said that “energy efficiency is an endeavor that will require financial assistance.  We are thankful to those who have given their commitment to help the DOE in extending opportunities for energy efficiency investments. We are confident that these projects will make business sense for industry - the benefits anticipated by adopting energy efficiency measures will outweigh the cost that will be required to implement them.”
