Department of Energy Secretary Alfonso Cusi and Russian Federation State Atomic Energy Corporation (Rosatom) Deputy Director General Nikolay Spassky sign a Memorandum of Cooperation (MOC) for a nuclear deal between Russia and the Philippines. The signing was witnessed by Philippine President Rodrigo Duterte and Russian Prime Minister Dmitry Medvedev.

The MOC will allow the Philippines to craft a national policy towards a nuclear energy program that will be implemented through workshops, trainings and the exchange of technical information.
