DOE Advances Net-Metering Implementation to Accelerate Rooftop Solar Adoption
Filipino households, businesses, healthcare facilities and other eligible electricity consumers will have greater opportunities to generate their own clean energy and reduce their electricity bills as the government strengthens the implementation of the Net-Metering Program and works to make rooftop solar more accessible nationwide.
Net-metering allows qualified consumers with renewable energy systems to use the electricity they generate and export excess power to the grid in exchange for credits on their electricity bills. The program gives consumers greater control over their energy use while encouraging wider participation in the country’s transition to renewable energy.
To help translate these opportunities into actual adoption, the Department of Energy (DOE), in partnership with the Institute for Climate and Sustainable Cities (ICSC), is rolling out the Net-Metering Caravan 2026, themed “Accelerating Rooftop Solar Adoption through Streamlined Net-Metering.” The initiative brings information on net-metering closer to consumers and stakeholders while providing a platform to identify and address practical challenges affecting its implementation.
The caravan’s pilot leg, held on 25–26 August in Cagayan de Oro City, brought together consumers, local government units (LGUs), distribution utilities (DUs) and electric cooperatives (ECs), solar developers and installers, financing institutions, and civil society groups. Participants discussed application and interconnection procedures, documentary requirements and processing timelines, technical considerations, financing and investment concerns, stakeholder coordination, and information gaps affecting potential users.
Energy Secretary Sharon S. Garin said the government’s efforts are ultimately aimed at making clean energy solutions more accessible to Filipinos and enabling consumers to take a more active role in the country’s energy transition.
“We want more Filipino households, businesses, institutions, and communities to have the opportunity to generate their own clean energy and benefit from renewable energy technologies. By simplifying processes and addressing the barriers that consumers encounter, we are putting them at the center of our energy transition,” Secretary Garin said.
The caravan also supports the government’s efforts to fast-track net-metering applications nationwide under Executive Order No. 110, s. 2026, which calls for shortened processing timelines for applications involving distribution utilities and electric cooperatives, as well as local government units.
The Cagayan de Oro discussions will help the DOE and other concerned government agencies identify areas where implementation can be further improved and ensure that the Net-Metering Program responds to the actual experiences and needs of consumers.
“The energy transition does not happen at the level of policy alone. It happens when policy creates real opportunities that people can understand, afford, and act on,” said Beau Baconguis, Board Member of the Institute for Climate and Sustainable Cities (ICSC).
The Net-Metering Caravan forms part of the DOE’s broader efforts to advance the country’s renewable energy targets of increasing the share of renewable energy in the power generation mix to 35 percent by 2030, 50 percent by 2040, and beyond 50 percent by 2050. Renewable energy accounted for 25 percent of the country’s gross power generation by the end of 2025, up from 22 percent in 2024.
Following the pilot leg in Cagayan de Oro, the Net-Metering Caravan will continue in Metro Manila, Tacloban, and Bacolod in the coming months. Through these engagements, the DOE and its partners will continue gathering feedback, strengthening coordination among stakeholders, and helping more eligible consumers understand and access the Net-Metering Program.
The Net-Metering Caravan 2026 is supported by the Tara Climate Foundation and is part of the Clean, Affordable, and Secure Energy (CASE) for Southeast Asia Project Philippines, led by the German Agency for International Cooperation (GIZ) and implemented on behalf of the International Climate Initiative (IKI). ###
