DOE Sets Indicative Timeline for Recalibrated GEA-5 Offshore Wind Auction
The Department of Energy (DOE) has laid out the indicative timeline for the recalibration of the Fifth Round of the Green Energy Auction Program for Offshore Wind (GEA-5), charting the path toward the resumption of the auction process later this year.
In GEA-5 Advisory No. 3, the DOE said the recalibration follows the suspension of GEA-5 activities and proceedings under GEA-5 Advisory No. 2, issued on 4 July 2026. The hold was put in place to allow the DOE, together with concerned government agencies and industry stakeholders, to review and align key implementation considerations, including port readiness, permitting requirements, environmental and port-related cost implications, and possible global supply chain disruptions, before the auction moves forward.
“The recalibration is intended to ensure a more transparent, orderly, and implementation-ready auction process,” the DOE said, noting that GEA-5’s requirements, timelines, and implementation parameters will be aligned with actual infrastructure readiness, regulatory requirements, and prevailing project development conditions.
Under the timeline, the DOE and concerned agencies, including the Philippine Ports Authority (PPA), the Department of Environment and Natural Resources (DENR), the Philippine National Oil Company (PNOC), the Independent Electricity Market Operator of the Philippines (IEMOP), the National Transmission Corporation (TransCo), the National Grid Corporation of the Philippines (NGCP), the Energy Regulatory Commission (ERC), and other concerned entities, will coordinate, review, and validate port, environmental, and grid-readiness requirements through 2 September 2026.
These validated inputs will feed into a Department Circular establishing the policy framework for the recalibration, targeted for finalization and signing by 24 August 2026 and publication by early September 2026, as well as a Supplemental Terms of Reference (TOR) for GEA-5. The draft Supplemental TOR will undergo public consultation before its targeted finalization, approval, and release by 2 October 2026.
Once the Supplemental TOR is approved, the DOE will issue an updated GEA-5 timeline, a stakeholder advisory, and updated instructions to prospective bidders, together with authority to resume GEA-5 implementation. Auction activities, including the posting of qualified bidders, are tentatively targeted to run through the fourth quarter of 2026, with the Auction Proper indicatively targeted on 1 December 2026. Validation of submitted bids, issuance of Notices of Award, evaluation of post-auction documents, and issuance of Certificates of Award shall be between 2 December 2026 and 30 June 2027.
The DOE emphasized that all dates in the recalibration timeline — including the target date for the Auction Proper — are indicative and may be adjusted based on inter-agency validation, legal review, approval, and publication requirements, as well as requirements arising from the ongoing coordination and validation activities with the PPA, DENR, PNOC, IEMOP, TransCo, NGCP, ERC, and other concerned entities, as may be reflected in the approved Supplemental TOR.
Until the Department Circular, Supplemental TOR, and related issuances are released, the suspension of GEA-5 activities under GEA-5 Advisory No. 2 remains in effect.
The DOE encourages all Qualified Suppliers and concerned renewable energy stakeholders to monitor the official DOE website (www.doe.gov.ph) for GEA-5 Advisory No. 3, the forthcoming Department Circular, the Supplemental TOR, and other related issuances.
