15 NCR LGUs Join DOE Solar Program to Cut Energy Costs, Accelerating Clean Energy in Public Facilities
The Department of Energy (DOE) today welcomed a second batch of Metro Manila local government units (LGUs) into its Solar Solutions for Government: Energy Efficiency and Renewable Energy in Public Buildings (SSG-ERPB) initiative, with the cities of Caloocan, Las Piñas, Malabon, Muntinlupa, Parañaque, as well as the Municipality of Pateros, formally signing a Memorandum of Agreement (MOA) to advance the deployment of energy-efficient and renewable energy solutions in public facilities.
The six LGUs join the cities of Mandaluyong, Manila, Navotas, Pasay, Pasig, Quezon City, San Juan, Taguig, and Valenzuela which signed the partnership in November 2025, bringing the total number of participating NCR local governments to fifteen.
Under the agreement, participating LGUs commit to implementing energy efficiency and renewable energy measures in government buildings, including energy-efficient retrofits, rooftop solar photovoltaic (PV) installations, and other energy-saving initiatives consistent with Republic Act No. 11285, or the Energy Efficiency and Conservation Act.
“This growing partnership reflects a simple but important reality: every peso saved through energy efficiency and solar power is a peso that can be invested back into better public services. By reducing electricity costs in government facilities, our local governments can direct more resources toward healthcare, education, social services, and other programs that directly improve the lives of their constituents,” said Energy Secretary Sharon S. Garin.
Secretary Garin likewise emphasized the importance of accelerating the adoption of solar energy amid rising electricity demand and growing climate-related challenges.
“Solar energy is no longer just an environmental initiative; it is a practical governance tool. It helps local governments manage operating costs, strengthen the resilience of public facilities, and ensure that public resources are used more efficiently. Through initiatives like this, we are helping build communities that are not only more sustainable, but also better prepared for future challenges,” she added.
To support the implementation of solar projects, the DOE continues to strengthen the enabling policy environment for LGUs. In partnership with the Department of the Interior and Local Government (DILG) and the Department of Public Works and Highways (DPWH), the DOE recently issued a Joint Memorandum Circular streamlining net-metering applications nationwide through standardized requirements and defined processing timelines. The measure is expected to make the installation of rooftop solar systems in government facilities faster, more predictable, and easier to undertake.
Through the SSG-ERPB initiative, the DOE provides technical assistance to participating LGUs in identifying, evaluating, and implementing viable solar energy and energy efficiency projects. Beyond lowering energy costs, the initiative is expected to stimulate greater investment in clean energy technologies and demonstrate how local governments can lead the transition toward more sustainable and resilient communities.
With fifteen NCR local governments now participating, the DOE said the growing partnership serves as a model for cities and municipalities across the country, illustrating how energy efficiency and renewable energy can advance good governance, strengthen fiscal sustainability, and deliver lasting benefits to the Filipino people. ###
