DOE Sets Timeline for 230-MW Waste-to-Energy Green Energy Auction
The Department of Energy (DOE) will begin the registration of Qualified Suppliers on 25 May 2026 for the Special Auction Round for Waste-to-Energy (WTE) under the Green Energy Auction Program, formally opening activities for the 230-megawatt auction dedicated to thermal combustion WTE technology.
The Special Auction Round for WTE was launched on 30 December 2025 through the issuance of the Notice of Auction and Terms of Reference, followed by Supplemental Terms of Reference published on 28 April 2026. The auction covers a total capacity of 230 MW, with delivery scheduled between 01 September 2028 and 31 March 2029.
Under the Terms of Reference, registration shall commence one working day after the release of the Green Energy Auction Reserve (GEAR) Price. On 22 May 2026, the Energy Regulatory Commission issued the GEAR Price for the Special Auction Round for WTE through Resolution No. 16, Series of 2026.
The GEAR Price serves as the ceiling price for bid.

The implementation of the Special Auction Round for WTE marks a significant step toward strengthening the country’s waste management framework through the development of thermal combustion WTE facilities. The initiative aims to reduce landfill dependency, divert residual municipal waste from disposal sites, mitigate greenhouse gas emissions from waste decomposition, and promote sustainable waste management practices while recovering usable energy from nonrecyclable waste streams.
Beyond mobilizing investments, the auction reinforces the DOE’s commitment to transparent and efficient procurement of environmentally sound WTE technologies consistent with applicable environmental regulations, emissions standards, and solid waste management policies. Through this landmark WTE auction, the DOE continues to support a cleaner, more sustainable, and resilient future for the country. ###
